Circus Theme Party Food Ideas #1: Instead of plates, serve the food with concession stand, paper/Styrofoam containers. Popcorn bags work well to carry snacks. Hot dog boats can be easy plates for hors d’oeuvres as well.

Carnival candy, **peanuts, bags of cotton candy, popcorn bags, soda cans, etc. can be placed in obvious positions (not hidden) so your guests feel comfortable enough to pick up the food. Small bags of **peanuts are a nice touch, too.
Circus Theme Party Food Ideas #3: Lego and Playmobile companies have fantastic circus and zoo themed figures and toys that would look great atop the cake. Plus, the birthday child gets to keep the toys. You can also find inexpensive plastic toy trains. Just get some small, plastic circus animals to put inside the little cars and you got yourself a circus train!
Circus Theme Party Food Ideas #4: For heartier food, here is a nice list of carnival food: Hot dogs, hamburgers, nachos, corn on the cob on a stick, French fries (with chili and cheese), pizza slices, potato salad, macaroni salad, watermelon slices, BBQ shish kabobs (come to think of it…anything BBQ’d including ribs and chicken), corn dogs and baked beans.
Circus Theme Party Food Ideas #5: Consider renting a concession cart. The advantage of these (beyond the fact that they just look neat) is that they can blast the wonderful smell of the food over a large area (especially the popcorn!) Some recognizable carts would include: snow cone, churro, popcorn, hot pretzels, cotton candy and shaved ice.
